You're right, it is Laws, not Rules.
However, on the other matter, you are most definitely wrong.
The ball must be grounded.

Munster form a maul from the lineout and eventually win the penalty with Lobbe coming in from the side. Keatley's kick brings Munster into the Toulon half.
ceeran the ball does have to touch the ground with downward presssure otherwise it is not a try. if the ball is held up by the player with the ball, it isnt a try
