As a player, Foley made his debut for Munster against Swansea in November 1995, a game that was also Munster's first ever Heineken Cup fixture.

He made his debut for Ireland against England in the 1995 Five Nations Championship on 21 January 1995, captaining Ireland 3 times and went to the 1995 Rugby World Cup in South Africa.

During his playing career at Munster, Foley earned 201 caps, retiring from playing at the end of the 2007/08 season and joining the Munster backroom staff in July 2008 as Technical Advisor and Assistant Coach for Defence.

Since then, he held the position of Head Coach with both the Munster U20s and Munster's British & Irish Cup squad that reached the inaugural B&I Cup final in May 2010.

He moved to the position of Munster Rugby Forwards Coach at the start of the 2011/12 season and has gained experience at national level as Forwards Coach for Ireland.

In July 2014, Foley succeeded Rob Penney as Munster's head coach, signing a two-year contract.

Foley is the son of Brendan Foley, who was a lock in the celebrated Munster team that beat the All Blacks 12–0 in Thomond Park in 1978 and his sister, Rosie was a member of the Irish women's rugby union squad.

In October 2016, Foley unfortunately suddenly passed away before Munster's Champions Cup game with Racing 92.
