And name me one player who, having made that same tackle, wouldn't also have been sin binned. Not a penalty try as there was covering defenders but most definitely a yellow. When Hartley doesn't complain, you can guess it was right.

It's in the rules Chris; if you are on the ground at a breakdown you can tackle a player involved in the next phase.
