Former Brighton College student Waters joined Harlequins in May 2015 aged 18. Waters was dual registered with Esher in National 1 and the scrum-half recently scored on his Harlequins debut in the 24-7 defeat against Exeter Chiefs in the Anglo-Welsh Cup semi-final.
The speedy and diminutive number nine, Waters has also represented the club at 7s and 10s level.
In January 2018 he re-signed with Harlequins before being released on a season-long loan to Jersey Reds.
