Russell has been a member of three Scottish National Youth League Cup winning squads – once at under-16 and twice at under-18 level with Stirling County.
He was part of a Scotland under-17 training squad, before gaining representative honours with the under-18s at a FIRA tournament in Grenoble.
His debut for Scotland under-20 came when he started at outside centre in the opening game of the 2015 Six Nations Championship, away to France.
In January 2017, he was named in the Scotland U20 squad for the Six Nations U20 tournament.
