Shiel has represented Edinburgh at under-16, under-17 and under-18 level.
The scrum-half was included in the Scotland under-20 squad for the 2016 Six Nations and made his first appearance off the bench in the 24-6 defeat of England at Broadwood Stadium.
Grandson of former Scotland and British & Irish Lions cap, Douglas Morgan, Shiel made his senior Edinburgh debut from the bench against Southern Kings in January 2019.
As of June 2020, he has made 16 appearances for the club and has scored 10 points.
