Fiji have made three changes to the team which played against England for Wednesday's Pool A match against Australia.
The three changes are in the forwards with Koto, Ratuniyawara and Matadigo all being replaced.
Fiji's team last Friday was their most experienced ever at a Rugby World Cup but this one is their second most experienced if the cited Waqaniburotu plays.
Number eight Netani Talei comes in to play at his third Rugby World Cup joining three of his current teammates - Koto, Qera and Lovabalavu - in playing at three World Cups.
Eight Fijians in total have achieved this milestone with Nicky Little the only one of them to play at four RWCs.
Captain Akapusi Qera will make his 49th appearance for Fiji. Only two players - Nicky Little (58) and Seremaia Bai (50) have won more caps for Fiji.
