He grounds the ball before the line (and post), then he's nudged forward but you cannot see if it touches it, no try!
He didn't do his job, Nathan White (Conn) should have been carded early in the second half as well but because his attempt of an arm swing didn't land it was just a penalty. Have a look a Leicester's game from last weekend, another howler by the refs!!

Cardiff dominated the first half but failed to capitalise and went in level with Connacht at the break, as for the Second half Connacht dominated and got two tries in the first 8 minutes of the half. As time went on Cardiff got back in the game and Cook got them back in the game before an Andrews try a minute from time and try that Connacht will not be happy with replays very inconclusive but it was given anyway.
